Trata-se do Comunicado referente à Reunião Plenária do Governo Regional, que se realizou em Ponta Delgada, a 29 de agosto de 1977. Nesta Reunião Plenária, o Governo Regional dos Açores, o Governo Regional ouviu a exposição feita pelo Presidente do Governo dos Açores, acerca da chamada " segunda cimeira insular", que por iniciativa e sobre orientação do Presidente da República teve lugar em Lisboa, com o principal objetivo de dar cumprimento ao preceito do artigo 231A, nº 2 da Constituição no tocante ás medidas de austeridade que viriam a ser aprovadas em Conselho de Ministros.
